No, mine is street legal because I have at least one brake.
And at night I have a clip-on front light and a blinky rear light on my bag.

They're giving out $100 tickets for no brakes, and $150 tickets for improper lighting.
And they're giving them out a LOT.
They guy I bought my frame and shit from has a ticket for everything you can get with a bike.
And two for having no brakes.
