Downshift stutter/burp

Every time I shift in my G60, it seems like I lose ignition or something for a couple revs, then it picks up as though nothing happened. I also don't know what kind of mileage I should expect out of this motor, but it seems like I'm getting only about 15 to 20 in town.
The stutter, now that I think about it, is when I let the clutch back out. It misses or something for just a second while load is being put on it, then it picks up and drives fine. It has also occasionally done it just while driving down the street without changing gears.

That WOULD make the stutter go away. Not exactly the way I'd like to see it go, but I guess that's still a technically plausible solution.
Anyone have a more workable answer?

After digging through all the fucked up electric harness and vacuum problems, turned out the ISV was fucked up. At least, that's MOST of the problem. The ISV delete managed to cure it but it still has the occasional miss, more often than not on a shift or off of idle.
So far I know:
1. Not vacuum related. Holds vacuum for hours, verified by a guage.
2. Not running lean. At least, if it were, I'd expect better mileage than 20.3 mpg.
3. New distributor, cap, rotor, plug wires, coil wire, primaries to the coil and new fuel filter.
Any ideas that don't involve ham-handed attempts to get me to destroy the motor (is it because I'm jewish, or because I'm a black homo?) are greatly appreciated.
