You need to contact the people you get your internet from (comcast, verizon etc).  Then you need to ask them if you are on a dynamic ip or if you have a static ip.  If you are on a static ip you can ask them to change it.  If you are on a dynamic you can ask them how long until your dhcp lease (your ip is tied to this lease) expires.  Then, once it expires, you may get a new ip depending on how they are doing their dhcp.
